On Wednesday, 25 February 2004, the Local Government areas of Copmanhurst, Grafton, Maclean and Pristine Waters were amalgamated to constitute a new Local Government area having the name Clarence Valley Council. The Pristine Waters Council was a combination of the previous Ulmarra and Nymboyda Shires, located at the southern end of the Northern Rivers region of NSW.
