James Monroe (1758-1831), a Jeffersonian Democrat, was the fifth president of the United States. A native of Virginia, he was elected to the Senate in 1790 and President in 1816. He was re-elected in 1820. Monroe is best known for promulgating the Monroe Doctrine in 1823, which declared the Americas closed to further European colonization.
